01 - In a bowl, combine chicken pieces with cornstarch, salt, and black pepper. Toss until evenly coated.
02 - Heat vegetable oil in a large skillet or wok over medium-high heat. Add chicken and cook for 5 to 7 minutes, turning occasionally, until golden and cooked through. Remove the chicken from the skillet and set aside.
03 - In a small bowl, whisk together soy sauce, honey, brown sugar, rice vinegar, ketchup, minced garlic, toasted sesame oil, water, and cornstarch until smooth.
04 - Pour the sauce mixture into the same skillet over medium heat. Stir constantly and bring to a simmer. Cook for 2 to 3 minutes until the sauce thickens and develops a glossy texture.
05 - Return the cooked chicken to the skillet. Toss well to coat the pieces evenly in the sauce. Cook for an additional 2 minutes until heated through.
06 - Transfer the chicken to a serving dish. Sprinkle with toasted sesame seeds and sliced scallions. Serve immediately with steamed rice or your preferred side.
